QCCI discusses in a joint meeting with the Ministry of Interior & the Ministry of Labour the phenomenon of the fugitive employment 
 
 
The first joint meeting and which includes the QCCI, the Ministry of Interior and the Ministry of Labour and Social Affairs was held at the Chamber the meeting was dedicated to discuss the phenomenon of the fugitive employment, and the Charter of Honour which the Chamber had proposed earlier to reduce this phenomenon.

The meeting was attended by H.E Sheikh Mohammed bin Jassim Al Thani , the Director of the Department of Research and follow up at the Ministry of Interior, Mr. Mohamed Ibrahim Al Jufairi, Head of Criminal Investigation Panel at the  Ministry of Interior, Mr. Nasser Al-Humaidi Deputy Assistant of labors affairs at the ministry of Labour, Mr. Abdul Rahman AL Khaja Head of the Manpower Agencies at the Ministry of Labour , and Mr. Walid Al-Shazli  Legal Expert at the  Ministry of Labour, also attended the meeting Mr. Abdul Aziz Al-Emadi QCCI Vice Chairman, Eng Nasser Al Meer, Mr. Mohamed Johar Al Mohammad QCCI Board Members, and Mr. Al Sayed Rajab. The meeting stressed the necessity of activating the charter proposed by the chamber to reduce the phenomenon of the fugitive employment.

Mr. Abdul-Aziz Al-Emadi Said in his speech to the meeting that the construction boom witnessed, currently, by the State of Qatar loaded with many of the gains for all the citizens of different classes, but at the same time, like any economic boom has accompanied some negatives, alluding to the increasing entry of foreign workers with its different cultures and beliefs and also different nationalities, have without doubt negative shadow on the Qatari society both in terms of cultural, social or security.

He noted that the Chamber and emerging from its belief that one of the most important duties -as the representative of the private sector- should seek to maximize the benefit from gains made by the economic boom and reducing to the possible extent negative repercussions, pointing out that the basis of this, the chamber attests to cooperation with the concerned authorities is the best way to achieve this ideal goal. he also praised the cooperation of Ministries of Interior and labour with the chamber and the private sector, since this is the first meeting, which brings together the Ministries of Interior and labour with the chamber to discuss and consult on issues and concerns of the private sector and pointed out that there are mechanisms and steps can help to achieve these goals.

After that the meeting discussed the ways of facing the problem of the fugitive employment, where Eng Nasser Al Meer said that there are increasing numbers of escape worker, while the procedures for the arrest of such employment by the Department of Research and follow up take a long time.

For his part, H.E Sheikh Mohammed bin Jassim Al Thani the Director of the Department of Research and follow up at the Ministry of Interior, said that the number of complaints received and the Dept.  of up to 20 thousand fugitive, pointing out that this number is not large compared with the past, where the population does not exceed 600 thousand people, while population now exceeds 1.5 million.

Sh. Mohammed  said that investigating the complaint conducted only after ascertaining that the complaint was not malicious to ensure employment rights, adding: "Once we receive a complaint the complainant is given a period not exceeding one month to give an opportunity for the employer if he wanted to back down from his complaint, and There are legal considerations could not manage waived in the follow-up complaint, including human rights and sanctity of the place, which it is expected to find the fugitive. "

For his part, Mr. Nasser Al-Humaidi said that the treatment of the problem of the fugitive employment is to ensure that the group intends to escape will not be able to find work after escape from another work, pointing out that the idea of charter raised by the Chamber earlier, .

The participants at the meeting agreed upon the importance of applying the charter, that all firms in the private sector have signed the charter, which would be the appropriate mechanism to resolve the phenomenon of the fugitive employment, stressing the necessity that each company signing of the charter at the chamber at the request of attracting labour from abroad, where any company will be required to make the treatment of bringing employment, will be requested to bring a letter from the chamber indicating that they have signed the charter and to attach that letter with the needed documents.

Participants also agreed on the general principles of the Charter, as was agreed to convene a meeting of all the legal committees of the chamber and the Ministries of Interior and Labour next Sunday, to draft the Charter of Honour as final, depending on the proposal made by the chamber, which contains non-operation or use of any worker or employee without approval of his sponsor whatever his experiences, following the procedures of the Labour Department in case of employing workers from out side the company, bail, prompt reporting of workers fleeing from their sponsors and those who resort to such companies for work or offer their services, the obligation to rectify the situation and adjust all the wrong list before signing Charter, the approval to take all of Criminal Procedure deterrent against companies that violate the Charter.

The chamber prepared the charter due to the belief in the necessity of coordination and cooperation between companies and private institutions of the country to address the phenomenon of the fugitive employment as a from negative phenomena detrimental to the reputation of the country and society affect the privileged status enjoyed by the national economy at all levels and levels.
