Article (4) of Law No. (11) of the year 1990
 
Article (4) of Law No. (11) of the year 1990 

Article (4) of Law No. (11) of the year 1990, which was further amended by the Law No. (11) for the year 1996, has defined the functions of the Chamber as follows:-
1- Collect, classify and publish information and statistics which may be of interest to all parties in the commercial, industrial and agricultural sectors and provide the government with data, information and views concerning Commercial, industrial and agricultural matters.
2- Advise on the feasibility of establishing stock exchange, markets, agricultural and industrial exhibitions, and grant privileges and concessions in exploiting public utilities.
The Chamber should provide its views within (3) months as from the date or request. In case these views are urgently required, they should be provided within only (1) month, otherwise these views may be bypassed in both cases.
3-Provide ministries and concerned agencies with proposals and views with regard to the following matters:
 (a) Laws and regulations pertaining to commerce, industry and agriculture.
   (b) Customs tariff.
   (c) Establishment and adjustment of transport routes, along with relevant fees and charges.
   (d) All other matters related to the development of commerce, industry and agriculture.
4- Nominate experts at the request of public authorities, law courts, municipalities, or individuals running commercial, industrial or agricultural business for studying matters of commercial, industrial or agricultural nature, including checking disputed goods and endorsement of certificates issued by the experts in this regard.
5- Establish commercial, industrial and agricultural regular exhibitions, museums, market institutions and other installations pertaining to industry, commerce and agriculture in accordance with the currently valid laws and regulations. Furthermore, the Government may assign the Chamber to administer Government installations and institutions.
The Chamber shall be entitled to perform all functions stated in this paragraph according to the approval of the Minister of Economy and Commerce after views of the concerned ministries have been considered. In case of setting up or administering schools and institutions, relevant decisions will be issued after consulting the Minister of Education.
6-Hold local economic conferences and attend economic conferences held abroad, in accordance with a written approval to be issued by the Minister of Economy and Commerce.
7-Issue certificates indicating the origin of goods, citizenship of exporters and prices of products, in addition to other certificates, which may be approved by the Minister of Economy and Commerce.
8-Resort to arbitration in disputes put up to the Chamber, at the request of concerned parties.
9-Attesting and endorsement of data and documents submitted by individuals and companies for obtaining, renewing or amending commercial registers.
   
The QCCI is entitled to form, from amongst its members and from experts (even not chamber members) whom the Chamber considers qualified for, Ad Hoc Committees to perform some of its stated functions. The Chamber is also entitled to form and delegate authority to committees for any other purposes for fulfilling its objectives.

The Chamber is entitled to contact government agencies to obtain data and information pertaining to its functions.

The law has stated that the QCCI shall not practice speculation or/and deeds which may adversely affect the market, or the political or religious situation in Qatar.
